In large bowl, combine beef, 1/4 c. onion, bread crumbs or oats, egg, 3 t. bouillon and 1 t. chili powder. Shape into 12 meatballs. Roll in flour.
Heat oil in skillet; brown meatballs; drain on paper towels.
In a large saucepan, combine tomatoes, garlic, cumin and remaining onion, bouillon and chili powder. Add meatballs. Cook, covered, on low heat for 1 hour. Add beans.
For dumplings, combine all ingredients. Drop by spoonfuls into chili; cook on low, uncovered, for 10 minutes. Cover and cook 10 to 12 minutes more.
