Coat a large saucepan with cooking spray, and place over medium-high heat until hot. Add ground turkey breast, and cook until browned, stirring to crumble. Add green onions, chilies, and garlic; cook 3 minutes. Add raisins and remaining ingredients. Cover, reduce heat, and simmer 15 minutes.
